It was shared by Tyrone that because SIP-0088 was too complex and would lead to two FeeSharingController Proxy contracts, a proclamation was made to simply direct exchequer to turn over ownership of the proxy contract:

SIP-0088 could be completely unnecessary depending on the actions of exchequer. I’ve tried to notify French, Tyrone, Yago, and Armando hoping they will follow through and execute the transfer. Just be aware if for some reason they feel that the proclamation isn’t satisfactory, then we will need to bring SIP-0088 for an official vote to be executed by Bitocracy, overwriting the current FeeSharingCollector Proxy and forcing Tyrone to deal with the frontend complexities - I or other community members might be happy to help with this.
